JKMM was selected among 8 design teams in an international competition for a new high-rise development at Tartu mnt 17 in Tallinn. The concept proposal ‘Urbs in Horto’ was developed with support of MASU Planning and Ramboll.

The proposal solidifies Tallinn as a noteworthy representative among forward-oriented European cities with rich history. The design approach is an artistic expression of stacked and rotated volumes, creating a dynamic yet elegant vertical composition that seamlessly interacts with immediate and wider surroundings.

The new multifunctional tower is thoughtfully placed on the given site, which is surrounded by existing high-rise buildings on the south and lower residential area on the north. The goal is to create a landmark that complements the city silhouette with high-level architecture. The proposal stands out as its own sculptural entity, creating a modern addition to the existing high-rise Maakri district.

The new structure is well balanced in relation to its surroundings. The proposal can be understood as a mediator between the verticality of Maakri district and smaller-scale neighbouring buildings. Subtle rotation of building masses takes into consideration the interplay of function and form, while maximizing views to all directions. The spatial composition speaks with the city on various scales – from creating a lively destination at street level to being a proud and recognizable new member of the city silhouette.

At street level, the project not only provide spaces of high quality but improves the quality of the surrounding public spaces. Viiralti street is redeveloped into a modern shared-space street that becomes an attractive front yard of the new high-rise. Viiralti and Tartu mnt streets are both activated with entrances to public functions that invite visitors into the building.

A permeable public ground floor acts as the building roots: active facades toward the streets with numerous entrances extend the streetscape all the way to the public courtyard. Universal design seamlessly connects the lush garden with the busy streets, placing the users at the forefront while enriching both the inhabitants and visitor experience.

Greenery and vegetation emphasize the impression of memorable architecture. Dynamic geometry determines key outdoor spaces and connections between inside and outside at different floor levels. New green pocket garden (courtyard) is developed on north side of the plot and continues into the high indoor green space in the lower part of the tower. Roof gardens with various functions enlarge the green space on the given site.
